Wise City Symposium

Wise city is an ongoing initiative of the French Chamber of Commerce and Industry in Hong Kong, launched in February 2013.

Wise city stemmed from the desire of French corporations to join force and offer solutions and alternatives to the Hong Kong Government in regards to the development of the city of tomorrow.

The world is experiencing a period of extreme urbanization. In China alone, 300 million rural inhabitants will move to urban areas over the next 15 years. In the future, cities will account for nearly 90% of global population growth, 80% of wealth creation, and 60% of total energy consumption. Developing better strategies for the creation of new cities, is therefore, a global imperative.

Today in Hong Kong, 15,000 tons of waste, the equivalent to 200 double-decker buses, are generated per day. Hong Kong residents use 220 liters of water per day, 60% more than the average New Yorker.

Supported by the Government of the HKSAR, and in particular by the Development Bureau, Wise city uses a very unique collaborative approach to work with the Hong Kong Government on the city of tomorrow. Wise city focuses on 5 main components: building, transportation, water, waste, and the city platform or better known as smart integration.

2 large workshops have been organized, gathering around 100 delegates from the Hong Kong Government and from the French Companies involved in the project. These workshops have enable both parties to better understand the needs and constraints of the Hong Kong of tomorrow. Together they have identified technologies and solutions to enhance the life of the city inhabitants. Furthermore, a delegation of the Hong Kong Government was invited to visit some advanced smart cities in France, in Paris and Strasbourg.

The next key milestones of wise city is its symposium on November 13, 2014 where speakers and panelists from the Hong Kong Government and the Industry will discuss the future of our city. This symposium is a very practical and unique approach on our city of tomorrow. We are not dreaming, we are, together, shaping the future of Hong Kong.

1. People of Hong Kong want a better environment. The government of HK SAR has identified it as a major priority of the last policy address and is doing the necessary investment for it: for example 10 bn HKD of subsidies to phase out heavily polluting vehicles (policy address 2013).

2. France has leafing companies in all fields of smart urbanization and can provide end-to end solutions, from conception to operation on the ground. France’s know how has been recognized for long in smart urbanization in Europe and in the World.

- Leading companies in the field of energy efficiency and smart housing (EDF, Schneider, Legrand, Dragages, Saft…), transportation (Alston, Transdev, Keolis, Thalés…) water and waste management (Suex, Veolia…), certification (Bureau Véritas) and many SMEs like LUBIBEL (designs and manufactures a new generation of lighting products based on LED technology serving both residential and B2B needs)
- France has developed green cities / smart zones all over its territory.

 95% of the population live in a vity or in extended urban areas in France. Housing demand is huge since we have a dynamic demography with 500 000 new houses needed every year
 750 M€ ie 7.5 bn HKD invested by the Government since 2009 in eco-city projects (energy efficiency, urban renewal, renewable energies, mobility, environment protection)
 Key for success is to involve both private and public sector. In Francm the example of Bordeaux: historic part of the city along the river has been renewed: motorway replaced by a tramway line and one solar power plant

- France has been expertise is recognized in Europe and around the world:
 ■ France has been designated in 2009 in the EU to establish the reference framework for sustainable cities
 ■ France is chairing the ISO (International Standard Organization) committee in charge of designing global standards and norms for sustainable cities
 ■ International examples of projects lead by French enterprises:
 - Melbourne tramway,
 - Air quality monitoring in Abu Dhabi
 - Intelligent city lighting in Oslo
 - Complete review of New Orleans public transportation after hurricane Katrina

- France has a long standing cooperation with Hong Kong and China in smart urbanization:
 ■ Hong Kong:
 - Infrastructures built by Dragages since it first settled in Hong Kong in 1955: the Kai Tak cruising terminal, a significant part of the 50km bridge across the Pearl River, numerous rail developments, a hotel and roads in Macau and, most lately, two undersea tunnels between Tuen Muen and the airport, which represent the biggest contract ever awarded to Dragaes.
 - Veolia new innovative sludge treatment facility (opening beginning of 2015)
 - Hong Kong tramway: greenest transportation mode in Hong Kon
 ■ China:
 - 200 projects with French expertise in smart urbanization over the past 10 years in 50 cities. For instance:
 ■ ADPI just been designated to design the new Beijing Airport
 ■ Dranking water is being provided in Pudong for more than 10 years by a French company, as well as Tianjin (Veolia)
 ■ Used Water and industrial waste of Wuhan treated by a successful JV btw Suex and New World, Sino French.
 - Last October: agreement for construction of an eco-district in Wuhan (Caidan) with France
 - Last march: Xi Jinping in France: agreement for an eco-district of 10 sq km in Shenyang. First 3 sq km to be done in 5 yrs, then 7 other sq meters.

3. Climate change is a priority for France

- The 21st United Nations Climate Change Conference (COP21) will be held in Paris in December 2015. The goal will be reach a new, ambitious and universal agreement that will help to cap the rise in the average global temperature at below 2°C by the end of the century compared to preindustrial levels.
- Such actions like Wise city contribute to very global objectives in a concrete manner
